MOM Work Pass Framework
Singapore's employment and immigration compliance framework, administered primarily by the Ministry of Manpower (MOM), is a critical area for businesses employing foreign workers, which constitute approximately one-third of Singapore's total workforce of 3.7 million. The S Pass is for mid-skilled foreign workers earning at least SGD 3,500 per month, valid for up to 2 years, with renewal processing at SGD 105. The Work Permit is for semi-skilled and unskilled foreign workers in the construction, manufacturing, marine, process, or services sectors, valid for up to 2 years, with renewal processing at SGD 30 to SGD 60 depending on the sector. Work pass renewal requires the employer to demonstrate continued eligibility at the time of renewal, including compliance with the Fair Consideration Framework (FCF) requirements, which mandate that employers must advertise vacancies on the MyCareersFuture portal for at least 14 days before applying for or renewing an EP for a new candidate. Companies employing foreign workers in the construction, marine, and process sectors must also maintain valid firm registration with MOM and comply with the Manpower Requirements and Practices framework, which sets out minimum accommodation, medical, and insurance requirements for foreign workers. The Foreign Employee Dormitories Act 2015 requires dormitory operators to be licensed, with licence renewal every 1 to 3 years at fees of SGD 500 to SGD 5,000.
