UAE Real Estate Licensing: RERA, DLD, and Emirate-Level

Frameworks The UAE's real estate sector, with a market value exceeding USD 250 billion, operates under a comprehensive regulatory framework that requires multiple license types for different activities. In Dubai, the Real Estate Regulatory Authority (RERA), a division of the Dubai Land Department (DLD), licenses and regulates real estate brokers, property managers, developers, and community managers. Broker cards must be renewed annually, with renewal fees of AED 5,000 to AED 15,000 depending on the broker classification (individual, sole establishment, or company). Each broker must also maintain valid RERA training completion certificates, which require renewal every 2 years through approved training providers. Developer licenses, which authorize the sale of off-plan properties, carry annual renewal fees of AED 50,000 to AED 500,000+ depending on the number and scale of projects under development.

In Abu Dhabi, the Department of Municipalities and Transport (DMT) and the Abu Dhabi

Real Estate Centre (ADREC) regulate real estate activities. RERA Abu Dhabi (operating under DMT) issues and renews broker licenses, property management licenses, and developer registrations with fee structures and requirements that differ from Dubai's framework. Sharjah's Real Estate Registration Department (SRRD), under the Sharjah Urban Planning Council, manages real estate licensing in the emirate. For companies operating across multiple emirates, each jurisdiction's licensing requirements must be tracked and maintained independently, creating a complex compliance landscape that is well-suited to automated tracking solutions.

GCC Real Estate Regulatory Developments

Across the GCC, real estate regulatory frameworks are maturing rapidly. Saudi Arabia's Real Estate General Authority (REGA), established in 2018, licenses and regulates real estate brokerage, property management, and development activities. REGA broker licenses must be renewed annually, with fees of SAR 5,000 to SAR 30,000 depending on the license type and broker classification. Bahrain's Real Estate Regulatory Authority (RERA), established under Law No. 27 of 2017, licenses real estate brokers, property managers, and developers, with annual renewal requirements that include proof of professional indemnity insurance, CPD completion, and compliance with RERA's regulatory standards. Qatar does not yet have a dedicated real estate regulatory authority equivalent to the UAE's RERA, but real estate brokerage is regulated by the Ministry of Justice's Real Estate Registration Department, and the Qatar Central Bank regulates real estate financing activities. Kuwait's Ministry of Justice handles real estate registration, while the Ministry of Commerce and Industry regulates real estate brokerage activities. Oman's Ministry of Housing and Urban Planning regulates real estate development, while the Ministry of Commerce, Industry and Investment Promotion regulates real estate brokerage. As GCC real estate markets continue to professionalize and mature, regulatory requirements are expected to expand and become more standardized across the region.

RenewalDesk for Real Estate Compliance Management

RenewalDesk provides real estate companies and consultancies across the GCC with a centralized platform for tracking every real estate license, registration, and certification renewal. A real estate brokerage operating in Dubai, Abu Dhabi, and Riyadh can manage RERA broker card renewals, REGA license renewals, and all related compliance deadlines from a single dashboard. The platform's multi-tier reminder system sends notifications at configurable intervals before each expiry, ensuring that renewal processes begin with sufficient lead time to complete training requirements, gather documentation, and submit applications to the relevant regulatory authorities.

For property management companies managing multiple developments, RenewalDesk tracks property management license renewals, building maintenance certification deadlines, elevator and escalator inspection renewals, fire safety certificate renewals, and insurance policy expirations across the entire portfolio. The document attachment feature stores all required documentation alongside each renewal record, and the full audit trail provides the compliance evidence that RERA, REGA, and other regulatory authorities expect during inspections and audits.
